While researching gross polluters I ran across this article which tells the story of an individual from Vermont whose vehicle gets classified as a “gross polluter”. It is an amusing read which illustrates the problem quite well.

Confessions of a Gross Polluter
It was like learning I had bad breath. I had expected that registering my car in California would take about an hour. Wrong. It took about that much time to fill out the paperwork, write a check, take a number, and wait in line in the Division of Motor Vehicles.
I wasn’t in Vermont any longer, where the mountains are green and the cars are free to be you-and-polluting-me. Alas, I get ahead of myself and ahead of my 1999 Toyota Rav4’s collision with the “smog” test.
A friendly Department of Motor Vehicles employee suggested that I drive down the street to a certified shop. The serviceman greeted me and took my car into his garage.
After a half hour he came out of the bay, looked gravely at me, and said, “This is bad, very, very bad. You are a gross polluter.”
Like an owner pointing a puppy’s nose into an accident on the living room rug, he waived the detailed report in front of me, with those dreaded words in all caps. GROSS POLLUTER.
“You need to take care of this immediately. It may not be fixable,” he said sternly.
This being California, I expected that the mechanic would have asked how I felt about it, but no, he was perfunctory and sent me away, after charging me $70.
My hopes of living a carbon-neutral life were dashed. Forget my conversation driving across North Dakota when I suggested to my partner that we avoid purchasing bottled water in favor of filtering our own from the tap. Forget my plans for aggressive recycling and erase my years of composting… I’m a carbon-monoxide-spewing machine; I visualized the trail of grimy haze I left across the country, as I drove from Vermont to California.
I imagined what my former colleagues at Vermont Law School, a leading environmental law school, would think. Did they notice when I parked next to them in the parking lot weeks earlier? Would they cluck over a cup of shared green tea, “Yes, she was a gross polluter waiting to happen. It was only a matter of time.”
Seeking sympathy, I called my mother. She pointed out, “Wow, Vermont must have been really happy to see you go.” No purchase there.
I drove and saw a dented van from the 1970s emitting gray plumes of smoke with current registration tags. I wondered, how could this car have passed an emission test, when mine did not?
Then I learned about the loopholes. My California friends filled me in. One, tired of paying reams of exhaust repair bills, purchased an older-model VW Bus, filled with memories of the early 1970s and a favored polluter status-consider it a grandfather clause for grime. He eventually drove his toxic machine back to the east coast, where no DMV seems to notice.
I set out to find a mechanic to bring me back into the environmental fold. During a phone conversation, she said, “I’m not sure I can help you out. These things can be tricky.”
Two trips to the shop later, with new oxygen sensors and a catalytic converter, the old girl passed her “smog test.” I asked for a hard copy of the results to bring back to the DMV. She said, “Oh, they’ve already been forwarded by computer.”
Yikes! I’m in a database. DMV in California monitors its “GROSS POLLUTERS,” a black list for non-green Californians. I imagined the Division of Natural Resources arresting me as I walked out of Whole Foods with a bag of organic produce and hauling me away in a Prius with “Environmental Police” emblazoned on the side. Now I proudly held my new plates and thought, I will have CA plates on the back and front of my car. The air is cleaner and my wallet is $1,000 lighter.

The Smog Check program has identified Gross Polluter (GP) vehicles as a significant source of smog emissions. Gross Polluter vehicles are chosen through these strategies:

• Vehicles tested at licensed stations which exceed at least one of the gross polluter standards (twice the maximum emission limits)
• Vehicles selected from the High Emitter Profile (HEP) database which have a high probability of failing the Smog Check inspection.

Once a vehicle is classified or designated as a Gross Polluter it has to initially be tested at a Test Only inspection station. If the vehicle fails this inspection it must undergo repairs and return to a Test only center, State Referee station or a Gold Shield CAP (Consumer Assistance Program) repair center for certification.

Vehicles, which are not classified, as gross polluters, do not have to seek a Test Only inspection and can visit any local smog station. Your DMV paperwork or documents will indicate which type of test your car or vehicle requires.

It is estimated that 50% of the smog in the state of California is produced by motor vehicles. Gross Polluters represent only approximately 10 to 15 percent of all these vehicles, however they are estimated to be responsible for more than half of all vehicle smog emissions.

Gross Polluters pollute much more than a the typical vehicle that fails a Smog Check inspection. The emission level at which a vehicle fails as a Gross Polluter varies according the vehicle type and year. Typically they exceed at least one of the gross polluter standards (twice the maximum emission limits).

Older vehicles are not held to the same emissions standards as newer vehicles. Older vehicles were built to less stringent standards when originally manufactured and thus the smog inspection process is developed with this in mind. The vehicle owner of an older vehicle is given a slight handicap or advantage. They must however up keep their vehicle’s maintenance to at least par.

Excessive Smoke: Gross Polluting vehicles will often produce excessive white or black smoke from the tailpipe. This should be a clear indication that your vehicle’s engine is in trouble.

Typically a vehicle emitting excessive white or black smoke will be designated as a gross polluter after the smog inspection. It is highly recommend you seek repair assistance prior to getting a smog check or emission test.

Black Smoke: Excessive black smoke from the muffler is almost always due to a rich fuel mixture and will produce high CO, and consequently high HC during the smog check or inspection.

White Smoke: A vehicle emitting excessive white smoke from the tailpipe may have a burned or blown head gasket. A blown head gasket may cause overheating and high NOx emissions. Most often the level of NOx produced will be twice the allowed limit, rendering your vehicle as a gross polluter or HEP.

Brent crude touched $77.25 per barrel, an increase of 1.2p on the opening price, in early trading yesterday. The rise backs up predictions that the oil price will rise in 2010. Analysts at investment bank Goldman Sachs are predicting it will reach $110 by the end of the year.

Figures later this week are expected to reveal that oil stocks in the US are falling, indicating demand is rising as the US economy recovers.

Yesterday was the first day’s trading since Christmas Eve, when Brent crude closed at $76.31. The rise in price was despite thin trading, with many people still enjoying their Christmas break. The true direction of the oil price will only be tested once volumes return to their normal levels in the first week of January.

The key pressure on global oil prices is likely to come from demand from recovering Western countries and the emerging economies of China, India and Brazil.

For the US, the key figures over the short term will come from the Energy Information Administration, a section of the US Department of Energy, which is due to release figures on US oil stockpiles.

Last week US stockpiles fell by 5m barrels, a sign that the giant’s economy is improving and that oil prices could be set to rise.

Although predictions on oil prices for 2010 vary, the concensus has a barrel oil ending the year comfortably above the $100 mark. The more immediate concern for oil traders is whether a barrel of oil will end the year above $80.

What the Sussex Square home owners association is doing to Col. Barfoot is beyond reprehensible. I wish to make my support known all the way from North Carolina on behalf of Col. Barfoot, HHO Tek as a company is willing to give several thousand dollars to start a fund in counter suit to uphold Col Barfoot’s right to fly an American Flag on his own property. Since when is a properly displayed American Flag an aesthetic issue, except to perhaps a terrorist seeking the overthrow of our representative republic? Shame on the Law Firm of Coates & Davenport for enjoining an action such as this instead of advising their clients that such an issue is sure to cost more than it is worth in terms of public outrage. I decided that I’d crunch some numbers and attempt to put into perspective how much gasoline the U.S. consumes.

If you include everyone in the United States as of today (306 million-plus), gasoline demand is 458 gallons per person, per year, or 141 billion gallons/year as a country. Wow!

After crunching some of our numbers, I’ve calculated that the cumulative average price for a gallon of gasoline in 2009 stands at $2.299. Based on that number, the U.S. has spent $281.6 billion on gasoline as of the end of today (to be exact, $281,601,751,200). By the end of the year, that number will be closer to $327 billion dollars, assuming an average of $2.50/gallon from today through the rest of the year. That’s nearly $896 million per day!

I also did a study on sales of regular, mid-grade, and premium fuel. Regular gasoline makes up roughly 87% of sales, while mid-grade makes up around 4%, and premium accounts for 7%. 2% of gasoline sales are other grades, such as race fuel, E85, and other grades.

The amount of money that we will spend in 2009 on gasoline as a country is more than 4 times larger than the 2010 Budget for the Department of Transportation.

Trevor Hunter, owner of HHO Tek tells us that their products have a respective thirty and forty year history of successful use in autos, trucks, busses, taxi fleets, mass transit, locomotive train engines, marine and stationary engines where oil sumps are in the thousands of gallons and fuel use is measured in gallons/liters per minute/ hour rather than miles per gallon/liter.

HHO Tek UK is offering a guaranteed savings of twenty two percent with their platinum vapor injection system, for gasoline fueled vehicles. This system has no moving parts, a lifetime warranty, which is transferable from vehicle to vehicle. It works by injecting minute amounts of a proprietary platinum vapor solution into the intake air stream of an internal combustion engine which catalyzes the fuel to burn more completely and efficiently in the engine cylinder, giving increased power, efficiency and a significant pollution reduction for every drop of fuel used.

In diesel powered vehicles, which are inherently more efficient, the savings are from seven to fifteen percent in fuel consumption, with a dramatically cleaner burn, reducing over all exhaust emissions from 62% to 80%. There is less carbon fouling of engine parts, and engine oil, thus extending engine life and efficiency.

Their exclusive onboard oil refiner system, when run in conjunction with their platinum vapor injection, makes engine oil changes unnecessary. The refiner system, through a patented process of filtration and evaporation, removes particulate contamination down to half a micron in size, while vaporizing or entrapping acids, resins, and liquid contaminants from the oil within the filter media. This filter requires changing every 35,000 miles. The filter can be changed while the engine is running if needed by simply by shutting off the oil flow in and out of the by pass filter, via valves supplied with the system. Trevor explained that oil itself does not break down, but is rather contaminated to the point of loosing its lubrication qualities. HHO Tek’s onboard oil refiner pressure bypass system, takes a small amount of oil through the filter, completely refining the contents of the crankcase seven times per hour. This means you are renewing all the oil seven times every hour that the engine is running.
